Girls-Do you still wear shorts and mini skirts with cellulite?

I'm pretty small (size 2), and I exercise 4 times a week and eat healthy, but I still have cellulite. My legs are toned and also use a cellulite cream, but the dimples are still there. I feel bad when I wear shorts or miniskirts, but I wonder if people think my legs look gross. So if you have cellulite, do you still wear shorts and minis, or you try to hide more pants?

I'm 14 and I get very, very narrow and short shorts and have some very strong depressions. My line of thought is the shame that is the motivation to work an extra 1 / 2 hours in the gym or go to another piece of chocolate.
